I have surprised when i noticed that Traffic Shaper is absolutely free. & when i try it i realize that this software is working very well. so i use these software in my office because i get 4Mbps internet speed & i want to share the speed equally Approx 512 Kbps in each computer & i installed this software in each computer in my office with line speed at 512 Kbps.so u Can try it . its very usefull for limit downloading. u can download from here.
